To avoid this, I think students who lack self-management skills necessary to improve their academic skills should rely on smartphones’ applications.

Smartphones give children exposure to an enormous amount of information and seductive advertisements and this will prevent them from concentrating on the activities children should do to develop their abilities.
Thus, while it’s okay to let children use their parents’ smartphones under the control of the parents, I think it’s dangerous to let children use smartphones freely.

Therefore, until they finish senior high school, where they spend most of their time enjoying their school life and extracurricular activity, I think students should have cell phones with a safety function which only allows them to make phone calls and send text messages.

Lots of discussions take place on the internet and it provides opposite opinions for every opinion.
Therefore, children can find opinions that support their own ideas there.
These opinions can become a barrier when parents teach social rules to their children, which could lead to fruitless discussions.
Even if they are doubtful about their parents’ ideas, the best choice is to concentrate on their studies under the protection of parents, who have ample life experience.
While smartphones’ function to make phone calls is useful for security reasons, I think its function to connect to the internet have bad effects on children.
